In mid-September, a film festival like no other comes to the island. Island animator Bill Jarcho dropped by the Jean Bosch studio to talk a year-long process to invite animators from around the world to the Conscious Cartoons International Animation Festival, designed to “open eyes, hearts, and minds through the unique medium of animation.”
